Update on MOEX (Russian Market) Accessibility

MOEX Exchange Access
Due to the rapidly changing conditions impacting Russian financial markets, the MOEX exchange has announced that the exchange will not open for trading on 28 February 2022. The exchange's decision for subsequent trading days and trading hours will be announced by the Russian exchange and/or regulators at 09:00 MSK, 07:00 CET.

Changes to Permitted Order Types
On 27 February, the Central Bank of Russia released a temporary regulation, effective immediately, that restricts sale orders on the MOEX securities for non-residents of Russia (“Non-Residents”). The regulation does not appear to impact persons resident in Russia (“Residents”).

For full clarity, non-residents of Russia are prohibited from selling Russian securities even if the sale represents a closing of a pre-existing position. Purchases of securities for Non-Resident investors will also be restricted temporarily while IBKR determines what transactions can be supported via our in-country bank relationships. IBKR’s policies will be adjusted as new rules are implemented or modified from within Russia or from non-Russian based regulators.

To assure compliance with these regulations, and other new regulations that may be put in place on short notice, IBKR will stop supporting Good-Till-Cancelled and/ Good-Till-Date (“GTC"/"GTD") orders on MOEX products. Furthermore, all existing GTC orders on MOEX will be cancelled.

Products Traded on non-Russian Exchanges

IBKR reminds clients that regulations may be announced with little/no advance notice that will impact the liquidity or availability of securities and derivatives linked to the Russian market or currency including those traded outside of Russia. Clients are advised to consider these risks on the investments in their portfolios. Furthermore, IBKR may change the availability and marginability of these instruments with little/no advance notice.
